Waiver Policy

Authors who cannot pay may ask for a partial waiver when they submit.

1. Introduction

Premier Academics Publishers recognises that authors may face financial barriers to publishing their research. To support equitable access to scholarly publishing, the journal offers a partial waiver of the Article Processing Charge (APC) to eligible authors based on the World Bank country income classification.

2. Eligibility and Waiver Rate

Authors affiliated with institutions in economies classified by the World Bank as Low-Income Economies or Lower-Middle-Income Economies are eligible to receive a 50% waiver of the journal's standard APC, subject to confirmation of eligibility. The waiver applies to the APC only. Any exceptional charges, if applicable, will be communicated to the author in advance.

3. World Bank Country Classification

Eligibility is determined using the World Bank current income classification of economies. Authors should consult the official World Bank Country and Lending Groups page to check the classification applicable at the time of manuscript submission.

The World Bank updates its income classifications periodically. The journal will therefore use the classification published by the World Bank that is current when the waiver request is assessed.

4. How to Request a Waiver

Authors should indicate their request for a country-based waiver at the time of manuscript submission or as soon as possible during the editorial process. The request should include the corresponding author's name, institutional affiliation, country, and manuscript title or reference number, if available. The journal may request additional information to verify eligibility.

5. Conditions

A waiver request does not guarantee acceptance of a manuscript; all submissions are evaluated according to the journal editorial and peer-review standards. Waiver eligibility is based on the World Bank income classification of the relevant country or economy, not solely on an author personal circumstances. Authors should obtain confirmation of the waiver from the journal before making payment.

The waiver cannot be applied retrospectively to an APC that has already been paid unless the journal expressly approves an exception.
